Planner Kaitlyn Cook informed the commission that the City submitted notice of the proposed zoning map amendment to the Department of Land Conservation and Development (DLCD) on July 1—fifteen days before the July 16 hearing—less than the 35-day period specified in the Oregon Administrative Rules. She said the City and staff had contacted DLCD and that DLCD had not submitted a written objection or requested a continuance as of the hearing.
