Staff proposed limits on overall noise (57 dBA at property line), a separate low-frequency limit (10 hertz), mandatory closed-loop or air-dry cooling systems to reduce water use, and a decommissioning plan with a letter of credit for on-site generation removal; commissioners asked for more detail and enforcement language.

Staff told the commission the draft UDC amendments would require all large data centers to use closed-loop cooling systems, air-dry cooling or similar technologies that minimize continuous water withdrawals from the public water system and to include total water consumption at full build-out in their applications. "All data center facilities shall employ closed loop cooling systems, air dry cooling systems, or similar technology, which will minimize water use and eliminate the need for continuous water withdrawals from our public water system," Kristen Sager said during the presentation.
