Legislature creates Animal Welfare & Community Stewardship Committee to coordinate cruelty response

The Dutchess County Legislature voted to establish an Animal Welfare & Community Stewardship Committee (AWCS) to improve coordination among law enforcement, the DA's office, rescues, and municipalities; sponsors said the move responds to gaps in enforcement, shelter capacity, and the links between animal cruelty and other forms of violence.

Legislator Shaw, coauthor and co‑chair of the proposal, framed Resolution 95 as a county effort to coordinate responses to animal cruelty and to develop policy solutions after testimony from prosecutors, the sheriff's office, and nonprofit rescues. Shaw said stakeholders described "neglect, abandonment, overcrowded shelters, overwhelmed rescues, hoarding situations, and gaps in coordination" and argued the committee would provide a transparent forum to gather information and propose standards.
