Owner seeks retroactive rezoning after duplex conversion; staff says building-permit gap triggered violation

A property owner asked the council to rezone a 2-acre Flat Shoals Road site to allow a duplex after conversions made without final building permits. Staff said trade permits were pulled but structural/building permits were not, leaving a zoning violation if rezoning is denied. Council directed staff to review submitted documents and the case returns Sept. 22.

The owner and presenter said they hired a contractor to manage permits and believed the work was covered, but inspections and the proper building permit for a duplex were not obtained. "I'm just trying to fix this issue of it being a wrong zoning incorrectly done," the applicant said, asking the council to consider the paperwork and circumstances.
