City finance told the council the building-and-permitting fund faces a structural shortfall and requires a review of fees and allocation. "It is a structural deficit," staff said, noting a projected revenue of about $2.9 million against expenses of about $3.6 million, leaving an initial net short of roughly $652,000. Kurt Johnson said the shift from single-family to commercial development has increased inspection demands and multi-year expense profiles that revenue does not yet match.
