Special counsel says negotiation strategy with developer is protected by law
Fain Peterson, the town's annexation special counsel, told the council that legal advice and negotiation priorities are confidential under applicable professional-conduct rules and statutes, and that the planned executive session would be limited to council members and counsel.

Fain Peterson, participating via Zoom as the town's annexation special counsel, told the Star Valley Ranch Town Council that discussions of negotiation priorities and legal advice are confidential and may appropriately occur in executive session. "Legal advice is protected by law under the Wyoming Rules of Professional Conduct 1.6 and what said in there cannot be used in hearings or court under Wyoming statute 1-12-101A," Peterson said while explaining who may attend and when third-party disclosures would void privilege.
