A commissioner asked the consultant to explain tax‑increment financing (TIF) in plain language. Consultant Bronte Merl described a TIF district as a tool that dedicates the projected property‑tax increase within a defined boundary—commonly over 20 years—toward improvements inside that district rather than distributing those increments across the whole city.
