Assistant City Manager and City Engineer Stephen C. McElroy updated council on a portfolio of VDOT matters on Dec. 3. He said "bids for the 12th Street Shared‑Use Path were received in late October" and that administration had asked for additional Federal Lands Access Program (FLAP) money to be allocated to Norton to complete the project.
