Jose Gayoso, the Board’s compliance manager, reintroduced a revised consent agreement stemming from an application to a property without prior authorization. Gayoso told the Board that the Antonsons "accepted the maximum penalty under the law and submitted a check for the fine," while also noting the family of the victim had asked for additional penalties beyond what statute permits.
