A representative of the Rico Center (Crystal) presented the center's approved budget and a summary of this year's grants, explaining that a $75,000 fire department grant was recorded as an out-of-cycle payment in 2026 though it was authorized in 2025. "That grant total that you see ... does not include that because that was a 2025 grant," Crystal said, clarifying accounting timing for the board.
