Public commenter warns of ballot printing problems and reliance on QR codes

A public commenter reported some ballot printouts from ballot-marking devices were faint or missing data and noted the QR code allowed counting despite print issues, urging the elections office to monitor toner and printer maintenance.

Luis Burneman, a pool manager at Carmel Elementary School who identified himself during public comment, told the board that some ballots did not print correctly on ballot-marking devices because printer toner was low and that there is no visible indicator on the BMDs when toner is low. "some of the ballots did not print correctly," he said, and added that the QR code allowed those ballots to be counted in the audit.
