The DDA agreed to scope a 'South Village' study to evaluate growth, infrastructure, housing and legal tools (including potential TIF/boundary options) and to identify the DDA's role in supporting workforce and attainable housing that complements downtown vitality.

The board discussed the need for a scoping memo covering geography, land uses, funding tools and legal implications and urged counsel review before any formal boundary or TIF action.
