After public comment and an extended markup session, commissioners approved PBO's proposed changes list, allocated security reserve funds to departments, and approved multiple program and earmark items. The court approved a commissioner's priorities earmark of about $8.547 million (with a stated preference that most be used to reduce certificates of obligation/debt) and placed several remaining requests in a parking lot for future consideration.
