Commission withholds public hearing on Chincoteague water-well conditional use permit pending additional data

The commission considered a conditional use permit application for three municipal water wells in the Town of Chincoteague that mirrors materials submitted and approved in 2018 but has since expired. Deputy County Administrator (speaker 6) said staff and the town manager supplied a narrative indicating community necessity and that much of the earlier documentation was unchanged, but commissioners raised multiple technical and mapping deficiencies.

Commissioners asked whether the 300,000-gallon figure cited in the staff report referred to a daily or monthly threshold for groundwater-withdrawal permitting; staff clarified the 300,000 figure referenced a monthly threshold for DEQ permitting and acknowledged additional drawdown and well-capacity information is needed. Commissioners also requested clearer maps showing right-of-way locations and setbacks, evidence of deeded right-of-way where wells sit in a road, well-house dimensions, and information on PFAS contamination at a pump house cited in staff narrative. Given the outstanding information, the commission voted to delay scheduling a public hearing until the town provides the requested data.
