Members raised concerns that farmland-preservation programs and local development could conflict in some townships and asked staff to explicitly reference the farmland-preservation plan in land-use objectives to prevent inconsistent signals in the draft.

During land-use discussion, committee members asked whether the farmland-preservation plan and related tax-incentive enrollment could inadvertently allow development inside preserved areas and whether the comprehensive plan properly acknowledges those programs. Staff and members explained that farmland-preservation enrollment is voluntary and typically provides tax incentives; it does not by itself prevent development unless ordinances change.
