Staff presented the finalized Bowen housing‑needs assessment, noting an overall assessed gap of about 328 housing units and an increase of 2.5% in owner households that are cost‑burdened. "The housing gap for rental did decrease by 33%. For sale decreased by 32.6%...but there is still...a housing gap of, 3 28 units," staff said.
