Brian Baylor told the council that TIP and other pooled funds are available in the short term but cautioned they should not be treated as a sustainable fix for operating deficits. “I would not use tip money in terms of transfers to cover costs,” he said, adding that doing so tends to defer rather than solve the underlying fiscal imbalance.
