Public commenters and multiple commissioners debated a proposed code of ethical conduct that leadership framed as part of the county strategic plan to "build trust and confidence." Becky Patrick Allendale told the committee she was "confused" by a draft that limits who may file complaints and said the policy's consensus language could chill free speech: "It frankly astounds me that I need to say this." Dan Zimmer warned the policy "reads more like an aspirational team building memo than a viable document" if it excludes public reporting.
