County engineer Clay Phillips presented an intergovernmental agreement for Saint Clair County to manage the Riverside replacement project on the city's behalf. Phillips said Riverside will use last year's and this year's portion of the commission's municipal grant funds to cover the city's local match, a total of $150,000.
