After a lengthy debate about fairness, safety and scheduling, the commission considered replacing its volunteer code enforcement board with a special magistrate but the motion to move to a magistrate model failed on a 2–3 vote; staff had budgeted $10,000 for the magistrate in FY27.

The commission held an extended discussion over whether to replace the volunteer Code Enforcement Board with a special magistrate model for adjudicating code cases. Deputy Chief, Rabbi Maurice Caprio (Code Enforcement Board member), volunteers and several commissioners each spoke to the trade-offs. Supporters argued a magistrate would provide consistency, speed scheduling and remove emotional elements from hearings; opponents stressed the volunteer board's case-by-case compassion and local knowledge and worried about sending a message that volunteers were being displaced.
