Board lowers minimum RFA eligibility score from 75 to 70

Staff presented operational testing showing the previously adopted minimum score of 75 did not align with historical scoring and recommended lowering the threshold to 70 so eligible applications would not be blocked by a higher minimum. Rebecca Royce explained staff reviewed several years of past scores and found no applications had advanced with scores below 70.
