Board members spent significant time debating how carryover dollars and the countywide vacancy pool should be treated under any new process. Michelle cautioned that if every department simply spent remaining budget or automatically drew on carryovers, the county's fund balance could erode: she cited "about 1,000,000 dollars of salary plus benefits on top of that" and said it had been "1,500,000 the last couple years."
