Planning commission recommends zoning changes to expand special-needs housing

County planners told the Sutter County Planning Commission that zoning amendments would implement Housing Element program H4D by permitting agricultural employee housing in all agricultural zones, allowing low-barrier navigation centers in mixed-use and nonresidential multifamily zones, enabling certain 100% affordable developments in commercial zones, and changing emergency-shelter parking rules.

Ravina Soroya, an associate planner with Sutter County, told the Planning Commission the amendments respond to the county's 2021 housing-element implementation program H4D and are intended to bring the zoning code into compliance with state law and the county's housing element.
