Assistant Director James Stevens told the board that Sutter County's existing code enforcement ordinance is "a little choppy" and inefficient, and that recent court decisions require specific changes to hearing procedures. Stevens cited a Supreme Court outcome from a Fremont case that requires jurisdictions to establish a construction board of appeals when building and zoning violations are intertwined.
