Matt Wittern presented a communications plan developed to explain the proposed water and wastewater rate and capital improvements to residents, saying, "Shallowater has a great opportunity here for water independence for the future." The plan would use a project microsite, email and direct mail, the Pride school newspaper, an explainer video for the city website and possibly an open house for residents to ask questions.
