MHP recommended Eastham apply to a technical assistance program (Community Neighborhood Partnership) to help craft a master‑developer RFP for the Tea Time site and adjacent commercial parcels. Carson Snow said the program takes a multi‑parcel approach and can account for infrastructure, community engagement and market components.
