Superintendent Dr. Byrd told the board that 2026 will emphasize implementing district strategies: expanding magnet pathways, strengthening career and technical education, deepening Trium State partnership, expanding virtual learning and aligning high school schedules to postsecondary expectations.
Two public commentators urged more consistent central-office coordination for PTA-led initiatives (including a national PTA vaping-prevention grant) and raised concerns about student attendance, teacher morale and the potential effects of House Bill 32 on teacher pay.
District facilities staff and construction partners updated the board on capital projects including Percy Julian (18% complete, Dec. 2027 target), a South Lawn Elementary reroof contract, JAG athletic field improvements and a Carver High track/turf change order that required geotechnical undercutting.
Board members asked staff to compile per-school absenteeism and substitute-teacher counts, and formed a committee to study chronic student absenteeism and teacher retention, with an emphasis on correlating absenteeism with achievement.
Health Services Incorporated presented an MOU to bring school-based health services to Percy Julian High, George Washington Carver High and Brubaker Middle using medical pods, a nurse practitioner station and telehealth capabilities; services require parental consent and may include dental rollout later.
District presenters proposed a principal incentive plan that would pay $500 for every point increase on state report cards, a $1,000 bonus for a 100 score and magnet-specific bonuses; estimated cost for 2025–26 is $150,000–$175,000 and eligibility requires principals to serve at least 80% of the year and return in the same role.
Public commenter Phaedra Foster told trustees she has submitted multiple grievances and records requests that she says were delayed or ignored and urged the board to exercise governance oversight of contractor conduct and central-office processes.
CSFO Pamela Watkins presented October 2025 financials: beginning fund balance $98.6 million with about $21 million obligated to specific state sources, October revenues of about $19.5 million and expenditures of about $23 million; staff flagged timing of major revenue receipts and upcoming policy and organizational reviews.
At a Dec. 2 special-call meeting, the Montgomery County Public Schools board entered executive session for a personnel matter (no votes taken) and approved the superintendent's classified personnel recommendation unanimously; the board set its next meeting for Dec. 11.
