Hagerstown Mayor and City Council held a November 4, 2025 work session and a brief special session. Council heard proclamations and discussed several policy and operational items: a Vote-16 initiative update; the city's agency-contribution policy for the FY27 budget; detailed guidance and deadlines on opioid-settlement (Opioid Restitution Fund) spending from a state official; a recommendation to withdraw from a stalled MDE/FEMA stormwater modeling grant; complaints about unsanctioned large private parties and enforcement options; proposed amendments to rules of procedure governing citizen comments and preregistration; and a 60-day study period review for 149 North Potomac Street that ended with the council terminating the purchase contract in special session. The council also approved a small revision to the speed-camera ordinance in a special session.
