The Martin County Local Planning Agency (LPA) held a public hearing Nov. 6, 2025, on a pair of related proposals from Lucido and Associates to reclassify roughly 396 acres known as Waterside from agricultural to low-density residential and to amend several comprehensive plan policies and figures. County staff recommended denial, citing noncompliance with criteria for expanding the primary urban service district and concerns about the residential capacity methodology and service availability. After presentations and questions from members and the applicant, the LPA voted 4–1 to recommend denial of both the Waterside site-specific text amendment and the Waterside future land use map amendment; both items will proceed to the Board of County Commissioners for final action.
