Facilitator Mike Franzak opened the session, introduced himself and co‑facilitator Kayla Mac, and began a roll call of negotiated constituencies and alternates (students, veterans, employers, legal aid, public/private institutions, workforce agencies, accreditors, taxpayers, federal negotiator and Department of Education staff).
A federal negotiators' meeting convened by the U.S. Department of Education reviewed proposed regulatory text for the new Workforce Pell Grant program, including which programs are likely to qualify, data limitations, and the governor-state approval process. Negotiators debated treatment of nonfederal grant aid, institutional duties when additional aid is expected, apprenticeship-related credential rules, and timeline/operational concerns; a caucus was held and reported back before a lunch break.
