Arizona House Rules Committee reviewed a series of House bills for constitutionality and form, heard the rules attorney describe legal flags for pension, immunity, regulatory, First Amendment and conscience provisions, and recommended most measures as constitutional with floor amendments suggested. The committee approved several individual bills and a large mass motion before adjourning.
