The Merced City Arts and Culture Commission held a special meeting to approve two public-art awards — a mural for the R Street undercrossing and a Blue Heron sculpture made with Merced County Juvenile Court School students — and to discuss switching from an RFP to an RFQ process to make city art projects more accessible to emerging artists.
