Madison County Clerk Mike Kellum warned that a new driver-license system that pulls records from other states can surface old, dormant out-of-state records and temporarily block residents from getting duplicate or renewed licenses. He urged residents who travel or have old tickets to check records and contact the clerk's office or the originating state if problems arise.
