Committee of the Whole debated and disposed of timed amendments and comments on four bills: a Guam tax amnesty authorization (Bill 231), an appropriation for legislative IT/cybersecurity (Bill 262), a tobacco stamp discount change (Bill 205), and a tourism façade/tourism-aesthetics tax-incentive package (Bill 228). The session also substituted and advanced a physicians-licensure bill (Bill 206) and took final procedural steps to place all four primary bills on third-reading files.
