Development Services Director Danielle O'Neil told the commission that the Oklahoma Department of Transportation had asked that vegetation within the right‑of‑way be cleared to meet sight‑distance standards if the driveway is approved. "If that drive gets approved from ODOT and everybody else, then there's some concern of being able to see on the build in, ride out portion of it," O'Neil said, describing the agency's sight‑distance requirement.
Commission discussion noted the developer envisions multiple buildings — O'Neil said the last plans she saw included "I believe, 5 or 6 buildings" — and that Lakeshore is currently classified as a local street. Under city ordinance, curb cuts for commercial subdivisions are not permitted on local classified streets, she said, and the city has submitted applications to ACOG, ODOT and Federal Highways seeking a higher classification for Lakeshore; those reclassification requests had not been approved as of the meeting.
Commissioners also discussed access design. Staff said the intent is a right‑in/right‑out configuration to discourage left turns onto the highway, and that creating a deceleration lane could be advantageous for truck access though initial plans did not include one. The commission emphasized that any final approval would be conditioned on meeting ODOT standards and on any necessary street‑classification changes.
Commissioner (Speaker 5) moved to grant the curb‑cut request; the motion was seconded and passed by roll call, with recorded votes of yes from Montgomery, Peters, Puckett, Scannelli and Rather. The commission did not set construction details at the meeting; staff and the developer will need to obtain ODOT clearance and ensure the driveway design meets state and federal requirements before work begins.
