State legislators brief committee on Chapter 70 study and limited per-pupil gains as districts press for funding

A legislative delegation attended the meeting to hear committee concerns about the Chapter 70 formula and local funding pressures and to answer questions about state-level remedies.

Senator Eldridge and Representatives on the education and revenue committees summarized recent state actions: modest increases to minimum per-pupil aid (referenced as about $150 per pupil compared with earlier levels) and a pending DESE/local-contribution study in the FY26 budget designed to examine the fairness of local-contribution calculations, the 82.5% cap, minimum per-pupil aid, and other variables affecting municipal education capacity.

Committee members described the "catch-22" created by increases in minimum aid that move a district further into hold-harmless calculations and urged targeted adjustments that would disproportionately help suburban districts like Acton-Boxborough. Adam thanked the delegation for supplemental supports the district had secured (circuit breaker and transportation funds) but said recurring reporting obligations and unfunded mandates strain a reduced administrative staff.

Legislators said they would welcome district input for the local-contribution study and that statewide revenue pressure (including a projected federal-to-state revenue loss mentioned in testimony) complicates large-scale increases to the foundation budget; they encouraged continued local advocacy to shape any formula changes.

Committee members asked for lists of similarly situated communities and for legislative contact points; the delegation suggested the Dec. 3 local-contribution hearing as an immediate opportunity to provide testimony.
