"The modification does not change the use; it updates conditions to improve enforceability while maintaining groundwater protection standards," staff said.
Applicant representative Nathan Hansen of Technical Services described the paving plan, saying the intent is to "pave the inside of the salt shed" and repave up to the applicant's property line, acknowledging there is asphalt beyond Riverview's parcel that belongs to neighboring properties. Staff and the commission discussed the 23‑foot depth of the shed and how a 10‑foot setback would reduce usable capacity.
Public commenters raised concerns about past site conditions and yard appearance; staff said a follow‑up inspection after the earlier meeting found the site cleaned up. Commissioners emphasized balancing enforceable conditions with the practical needs of ongoing operations. Commissioner Mumper moved to approve the modification "as presented," which passed unanimously.
The commission directed staff to ensure the draft conditional use permit language and the repaving work are recorded and enforced under the updated conditions. The decision preserves the CUP while tying ongoing operations to the revised, enforceable mitigation measures.
