Summary
At its March 5 zoning session, the San Antonio council approved rezoning 5051 Old Pearsall Road from RM-4 to C2-C-D with a conditional use to allow manufactured-home/oversized-vehicle sales and service, after council members said the proposed use reflects long-standing activity on the site despite staff recommending denial.
The San Antonio City Council zoning and land use session on March 5, 2026 approved rezoning of 5051 Old Pearsall Road from RM-4 to C2-C-D with a conditional use for manufactured homes and oversized vehicle sales, service or storage. Council member Munguia moved to approve, and the motion carried.
The vote followed public comment and a staff presentation. Jack Finger, a public commenter, urged the council to deny the rezoning, saying city zoning staff had concluded the change "would isolate a single-family dwelling within commercial and industrial zoning districts" and would be "detrimental to the health, safety, and welfare of the current and future occupants" of the residence at the site. "So I would encourage you, sir, to simply say no to this one," Finger told the council.
Ryan Plagens, the case manager who presented the item, described the property and the applicant's case: the owner has lived on and operated a truck service from the tract for more than 30 years; the request would rezone the front portion of the property to C2-C-D so the owner can continue daily business operations after receiving code compliance notices. Plagens said the site falls within the Port San Antonio plan and the urban mixed-use area, and that the proposed zoning 'complies with the Port San Antonio plan' and permits live-work options.
Council member Munguia said the proposed use matches the long-standing activity on the site, noting the use predates the property's incorporation into the city. "We're not placing anything there. We're making sure that the use matches what's been there for over 30 years," he said before moving to approve the item.
Staff materials in the record show staff recommended denial while the Zoning Commission recommended approval; staff mailed 14 notices and reported none returned in favor or opposition and no response from the Southwest Community Neighborhood Association. The council carried the motion to approve item 5. The item will proceed under the approved zoning designation as the council directed.
The council handled earlier procedural matters and continuances before taking up Item 5; the meeting adjourned at 2:21 p.m.
