The council heard from applicant Tanner Bryson and town staff, who answered questions about site planning, utilities and compliance requirements. Mayor Dee Jenkins opened public comment at 5:48 p.m.; 17 speakers voiced support for the permit and five spoke in opposition, and four additional supporters submitted speaker cards but did not speak. Supporters emphasized local access and limited scale; opponents raised concerns about neighborhood impacts, noise and septic capacity.
Councilors reviewed and placed a set of conditions on the use permit before voting. Key conditions adopted on the record require that the approved permit be limited to the eight RV spaces shown in the site plan; that all RVs be connected to utilities (no dry camping); that quiet hours be observed from 10 p.m. to 7 a.m.; and that all lighting comply with Dark Sky requirements. The council also required a screening fence to be installed within 36 months of Development Standards Review approval, on-site stormwater management to prevent runoff to adjacent properties, and at least one on-site caretaker at all times to ensure compliance with town codes and permit conditions.
The council included technical and monitoring provisions: if septic flow for the development exceeds 3,000 gallons per day, an engineer must design an on-site wastewater treatment system meeting Arizona Administrative Code R18-9-E323 and Town of Camp Verde Engineering Department requirements; staff will review the permit six months after approval and annually thereafter; and town staff are allowed to inspect the property to investigate complaints, with advance coordination with the property owner or manager.
On a motion by Councilor Jessie Murdock, seconded by Vice Mayor Marie Moore, the council approved Resolution 2025-1174 (Use Permit 20240486M) to operate the RV Park at 1738 Arena Del Loma Road. The roll-call vote was: Bolton — yes; Foreman — yes; Murdock — yes; Godwin — yes; Escoffier — yes; Moore — yes; Jenkins — yes. The council adjourned at 8:11 p.m.
