County Clerk Stephen C. Sanders presented multiple contractor and vendor invoices for the new Department of Family and Children Services (DFCS) building during meetings in February and March 2003 and reported that the project architect had approved the invoices.
At the Feb. 6 meeting the Board authorized Sanders to draw on the DFCS loan at Flag Bank to pay invoices totaling $137,988.86. In March the architect and contractor executed a Certificate of Substantial Completion, with an acceptance date of March 17, 2003; the Board authorized Chairman Wayne J. West to execute the Certificate of Substantial Completion and approved a further draw to pay contractor payment request #11.
The minutes record invoice line items (Georgia Power, Ivan Allen Workspace, Jones & Gauthreaux Architects, and Sammy Garrison Construction) and show the Board’s unanimous votes to authorize the loan draws and execute the project closeout paperwork.
