The Bay Minette City Council on Sept. 21 unanimously adopted the city’s FY 2020-2021 budget and approved a package of ordinances, agreements and contingency payments during a regularly scheduled meeting at City Hall.
The budget adoption came on Resolution Number 0920-04, approved on second reading after council discussion. Councilmember Mike Phillips moved the resolution and Councilmember John Biggs seconded; the resolution passed unanimously. Council members also approved payables totaling $641,595.52.
Mayor Robert A. Wills opened public hearings on two ordinances. Ordinance 993 RA-2002, a set of proposed zoning ordinance amendments, was discussed briefly; Councilmember Mike Phillips asked about the duties and organization of the building official and city planner, and Tammy Smith, the city administrator and finance director, said the functions operate within one department under two department heads. On a motion by Councilmember John Biggs and a second from Councilmember Mike Phillips, the council approved Ordinance 993 on first reading.
The council also considered Ordinance 994 RA-2003, establishing a mobile vending units pilot program. With no public comment, Councilmember John Biggs moved approval on first reading; Councilmember William Taylor seconded and the motion carried unanimously.
The council approved several intergovernmental and program agreements. Resolution 0920-09 approved a memorandum of understanding for a School Resource Officer program with Baldwin County Schools. Resolution 0920-10 approved an agreement with the South Alabama Regional Planning Commission (SARPC). Both measures passed on unanimous votes.
Councilmembers approved multiple contingency disbursements supporting local organizations and programs, including payments to the North Baldwin Ecumenical Association and North Baldwin Infirmary Auxiliary ($1,750 each from District 1 contingency), the North Baldwin Animal Shelter (totaling $2,092.46 from Districts 1 and 3 and the Mayor’s contingency), Mutual Aid Cemetery Association and Repair Baldwin Association ($1,500 each from District 4), Jensen’s Heart of Gold ($3,000 from District 5), the North Baldwin Literacy Council (combined $2,345.89 from District and Mayor’s contingencies), Baldwin County High School ($1,000 from the Mayor’s contingency), and the Area Women’s Action Group ($500 from District 4). All contingency disbursements were approved unanimously.
The council approved Resolution 0920-16, a tri-party agreement to house City prisoners at the Baldwin County Correction Center, and Resolution 0920-17, reserving unencumbered FY 2019-20 funds for application in FY 2020-21; both measures were adopted unanimously.
Notably, Resolution 0920-22 amended permit fees for re-roofing related to Hurricane Sally damage: the fee was reduced from $80 to $25 and application fees were waived for six months beginning Sept. 15, 2020. Councilmember Anne Corbett moved the change; Councilmember Mike Phillips seconded and the motion carried unanimously.
The meeting opened with a proclamation declaring “Family Day” and a brief recognition of a representative from the American Red Cross who urged community involvement. Mayor Wills concluded the meeting by acknowledging the family of former Councilmember John Cox. Councilmember John Biggs moved to adjourn; Councilmember Mike Phillips seconded and the meeting was adjourned.
