Auditor, treasurer, HR and equalization give operational updates; auditor flags CVR redaction work
Loading...
Summary
Department heads updated the commission on operations: the auditor outlined budget tools and election redaction needs, the treasurer described a transition to electronic titles, HR reported a pay study timeline and retention work, and equalization discussed reappraisal progress and software issues.
Several department heads briefed the Lincoln County Board on operations and upcoming priorities during the April 7 meeting.
Auditor's overview: Auditor Sherry Lynn reviewed the auditor's office functions, 2025 accomplishments and 2026 priorities, including adoption of ClearGov budget transparency software and accounts payable automation. Lynn told commissioners that a change in law making cast-vote records public will require the office to redact ballots, a time-consuming process that staff are planning to complete before public release.
Treasurer's update: Treasurer Franny Hofer reported increased workload from the county's new motor-vehicle system (605 Drive), described rising numbers of elderly and disabled tax-freeze applications (up roughly 81% year-to-date) and said the state plans to start electronic titling in July 2026. Hofer said the office will begin scanning paperwork and anticipates workflow changes.
Human resources: HR director Carrie Elling summarized hiring and retention trends in 2025, employee engagement work and training. Elling said McGrath's salary-study analytics are due April 17 and that results will be shared beginning with unions because of contract negotiations.
Equalization: Director Barbara Boesen reviewed reappraisal work (Tea and Delapri), remote field data collection, a new Beacon public portal and sharply increased applications for property tax-relief programs. Boesen said double-entry into two systems remains an operational burden and that staff and space constraints complicate reappraisal throughput.
Next steps: department heads will return with requested details (CVR redaction approach, e-titling transition information, salary-study results and refined reappraisal timelines) and will coordinate with commissioners on funding and operational questions.
