The Hancock County Board of Supervisors on April 6, 2026 in Garner approved a series of personnel, budget and contract items affecting county roads, facilities and administrative operations.
Supervisor Gary Rayhons moved and Supervisor Florence “Sis” Greiman seconded a motion that the Board approved hiring three summer employees for the Secondary Roads department: Paul Schroader at $27.00 per hour effective April 20, 2026; Levi Brandt at $18.00 per hour effective May 18, 2026; and Jack Hackman at $18.00 per hour effective May 26, 2026. The same motion approved Hancock County Secondary Roads’ Iowa Department of Transportation budget for fiscal year 2026–2027, and the Board signed a five-year service agreement with Schumacher Elevator for elevator testing and inspections.
The Board also certified costs totaling $2,711.55 for a City of Forest City special election held March 17, 2026; approved a Class C retail alcohol license with outdoor service for Hillside Golf & Dining, LLC; and signed a letter opting out of the CSN program administered through the Iowa State Association of Counties for a mental health advocate. The Board directed staff to send abatement notices to properties at 2822 Otto Ave and 2839 Orr Ave after receiving a public health official’s report, and to send reminder letters to 2349 Navy Ave, 1430 234th Street, and 1446 234th Street to continue cleanup efforts.
On a subsequent motion by Supervisor Greiman, seconded by Supervisor Rayhons, the Board approved the Hancock County Secondary Roads five-year construction program for fiscal years 2027–2031. The Board approved pay estimate no. 19 for the Britt Maintenance Facility to Dean Snyder Construction Co. in the amount of $34,694.44, and set deadlines for audit procurement: proposals due to the Auditor’s office by April 24, 2026 at 3:00 p.m., with proposal opening and consideration scheduled for April 27, 2026 at 9:30 a.m. Quarterly reports from the Hancock County Auditor, Recorder and Sheriff for the period ending March 31, 2026 were accepted.
Supervisor Rayhons left the meeting at 10:47 a.m. After his departure, on motion by Supervisor Greiman and seconded by Supervisor Jermeland the Board authorized the County Auditor to issue checks for claims on file for April 6; the Board noted that a full listing of claims paid in April will be published in the April 20, 2026 minutes. Supervisor Greiman moved to adjourn at 10:56 a.m.; the motion carried. The Board will meet next on April 13, 2026. The minutes were attested by Michelle K.
