Philip Wong, a development specialist at the Office of Community Investment and Infrastructure, told the board the amendment is limited to the northern half of Block 4 East and is intended to accommodate larger family‑sized units and 100% affordable housing in phase 2. OCI presented project approvals that include a waiver under Assembly Bill 1449, which exempts 100% affordable housing projects from CEQA, and a schedule that aims for phase‑1 construction start in early 2027 and phase‑2 financing in 2027 with construction beginning in early 2028.
Public commenters offered a mix of support and critique. Demetrius Williams, representing the San Francisco Hyperlocal Building Trades Contractors Collective, supported the project but urged developers to include community contractors on construction phases. Other speakers from District 10 and community development groups raised concerns about accessibility of BMR and tax‑credit programs for lower‑income local residents and called for enforceable pathways for minority‑led developer participation.
The clerk recorded 11 ayes on the vote to pass the ordinance on first reading. OCI said the project, to be developed by Curtis Development and Bayview Senior Services, aims to provide a unit mix with about 25 percent one‑bedroom, 50 percent two‑bedroom and 25 percent three‑bedroom units, plus several larger family units and secured bicycle parking. Construction and financing schedules presented by OCII project phase‑1 completion in 2029 and phase‑2 completion in 2030.
What happens next: Because the ordinance was passed on first reading, it will return for subsequent readings and final adoption. Developers and OCI said they will pursue financing over 2026–27 with the stated goal of starting construction on phases as scheduled.
