Intermountain Health (IH) presented a proposed medical clinic for the northeast corner of Burke and Maker in Farmington’s Office Mixed Use (OMU) zone, but the City Council voted unanimously to table the Project Master Plan and Development Agreement to allow further discussion of property boundary adjustments and possible land swaps.
Community Development Director Lyle Gibson said OMU design standards emphasize pedestrian orientation, limited frontage devoted to parking, and enhanced street‑level facades. Applicant Luke Love, capital portfolio manager for Intermountain Health, told the Council IH plans to offer obstetrics, sports medicine, pediatrics and behavioral health at the site; the facility is not intended for after‑hours emergency care, and IH projects potential doubling of site footprint within five to 10 years and a future ambulatory surgery center on the north part of the property.
Councilmembers expressed a desire to preserve city design standards and also to consider the broader real‑estate picture along the freeway. Councilmember Scott Isaacson said he was concerned about routinely granting exceptions to the standards; Roger Child and Amy Shumway suggested staff pursue boundary discussions with adjacent owners and explore land swaps. Mellor and staff said tabling the item will allow quicker re-agendaing without re-noticing and give time for IH and neighboring owners to negotiate.
Shumway moved to table the decision and Sherlock seconded; the motion passed with no opposing votes. Staff encouraged the applicant to continue planning toward a summer 2027 opening but to pursue good‑faith discussions with neighboring landowners and necessary IH departments before returning to the Council.
