Summary
The board approved an MOU for the Wildwood Wellness Center under an opioid abatement grant, designated Clinch Cove Missionary Baptist Church as an emergency shelter (enabling grant applications), approved agreements including uniforms and leases, and reappointed Truman Mullins and A.C. Blevins to regional authorities.
At its May 1 meeting the Dickenson County Board of Supervisors approved a set of routine but consequential agreements: a memorandum of understanding tied to an opioid abatement grant for the Wildwood Wellness Center, designation of Clinch Cove Missionary Baptist Church as an official emergency shelter to enable grant applications, a UniFirst uniform service agreement for solid waste and maintenance, and leases including a double-wide behind the courthouse to house recovery services. The board also reappointed Truman Mullins to the Cumberland Plateau Regional Housing Authority and A.C. (Alfred Clifton) Blevins to the Industrial Development Authority.
"This MOU outlines responsibilities for operations, compliance, reporting, and allowable uses," staff said about the opioid abatement authority agreement for the Wildwood Wellness Center. The staff presentation said the MOU does not create new county obligations but formalizes responsibilities required by the grant.
On shelter designation, staff explained the county must designate Clinch Cove Missionary Baptist Church as a shelter to apply for grant funding for backup power and other improvements. "We have spoken with them and... they have agreed," staff said; the board approved the designation and the draft MOU.
The board also approved a UniFirst proposal to provide uniforms to the solid waste department ($156.51 per week) and maintenance ($18.41 per week), citing safety and county identification benefits. For leases, the board approved an annual lease extension permitting the Clinch Cove church to continue using county parking and authorized a lease of a double-wide building at 161 Courthouse Lane to support the Wildwood Recovery Center's initial operations.
Appointments were handled during the meeting: the board nominated and reappointed Truman Mullins to a four-year term on the Cumberland Plateau Regional Housing Authority (roll-call vote recorded as aye) and reappointed A.C. Blevins to the Industrial Development Authority. The board also adopted the required annual resolution describing intended use of casino gaming tax proceeds for FY27 (the county will continue to allocate the funds to education and public safety per past practice).
No contested roll-call votes or amendments were recorded; most actions were approved by voice vote or roll call as noted in the minutes. Staff will finalize documents and process agreements per standard administrative procedures.
