Spanish Fort council adopts zoning change allowing limited outdoor golf-cart display
Summary
The council adopted Ordinance 7-37-2026 to amend the zoning code to allow enclosed golf-cart sales and one outside display unit with planning-commission review and ADA compliance; the vote was unanimous and the ordinance was recommended by the planning commission.
The Spanish Fort City Council on Tuesday adopted Ordinance 7-37-2026 to amend the zoning ordinance and permit golf-cart sales within an enclosed structure while allowing a single golf cart to be displayed outdoors under strict conditions.
At the meeting Mr. Connor, reading the ordinance summary, said the change "would amend table 6.4 of the table permitted uses and add a use category for golf cart sales enclosed within a structure and allowing the outside display of no more than 1 golf cart to be located on the same property" and noted that the outside display must "be situated so as not to impede or impair the normal flow of vehicle traffic or pedestrian traffic" and comply with ADA and other applicable laws.
The planning commission held a public hearing on April 13 and forwarded a positive recommendation, Mr. Connor said. The council opened a public hearing at Tuesday’s session but recorded no public comments on the measure before closing the hearing and moving to a vote.
Councilmembers voted by roll call; the clerk announced the measure adopted following affirmative votes. The council recorded a unanimous 'Yes' vote during roll call (all listed members voting in favor).
Why it matters: the ordinance creates a narrowly defined exception to the city’s retail-enclosure rules to accommodate businesses that sell golf carts, while preserving pedestrian and traffic safety through siting, ADA and permitting conditions. The change will now be administered through the planning commission for B-3 applications and be a by-right use in B-4 zoning where applicable.
What comes next: the amendment takes effect according to the city’s standard ordinance-adoption timetable; businesses seeking to display a cart outdoors will be required to comply with planning-commission approval and applicable code requirements.
Quote: "This would be an exception to allow for the display of a golf cart outside of a golf cart sales facility," Mr. Connor said during his presentation.
The council also confirmed scheduling changes for upcoming work sessions and meetings to accommodate Spanish Fort High School graduation dates and adjourned after routine business.
